Abstract
Natural disasters have a significant impact on highway traffic, and China has been slow to create special equipment for emergency response. The use of specialized equipment in the emergency disposal process is uncommon. The damage characteristics of highway traffic emergencies are described through the investigation of natural disaster situations. A framework for analysis of emergency disposal mission demands was constructed based on emergency disposal methods of typical damage characteristics and emergency disposal logic, and the emergency disposal special equipment competence demands mapping was established for the emergency disposal mission demands. For the emergency disposal mission, the dominating demand analysis technique "scenario-mission-competence" is offered. The emergency special equipment competence demand framework is built using this way by merging actual emergency requirements. The relevant specific technical indicators of equipment round important elements are proposed as an extension of the framework, which can reflect equipment need and support the modeling for equipment selection. The matching model is designed to depict the relationship between the need for special equipment and the demand for highway incident scenario disposal. The application explains how to use the method and verifies its effectiveness. The findings of this study suggest that the strategy can aid decision-making in determining equipment competency need and selecting special equipment for the disposal of highway traffic incidents.
